Neha Shoree's Murder Case The Unsolved Mystery
On a bright morning in the spring of 2019, the clock struck 11:33 AM when a vibrant young officer, Neha Shoree, diligently performing her duties as the 'Zonal Drug Licensing Authority-cum-State Flying Squad Head,' met her untimely end in her office at the Food & Drug Administration Office in Kharar, District SAS Nagar, Punjab.

This was not a distant land like Pakistan, Afghanistan, or Libya; this was Bharat. Captain Shoree found himself questioning the whereabouts of our politicians, bureaucrats, police, and honorable judges. Where was the rule of law? His determination was unwavering, and he could attest to the arduous journey of battling a system entrenched in greed, corruption, and moral decay. This system not only obliterated crucial evidence in Neha's brutal murder but also ensnared our youth, including girls, in the web of drugs and death. The future of our children and our nation was at stake, but did this matter to those intent on obstructing justice? They seemed content to wait for the indomitable 75-year-old father to fade away, allowing the crime and corruption to fester in the labyrinthine depths of unsolved cases.
The sinister plot aimed to generate illicit wealth by ensnaring our youth in the clutches of drug addiction. The drug menace had cast its shadow over Punjab, weakening the fabric of society. The region boasted approximately 250 Drug Deaddiction Centers, 100 Rehabilitation Centers, and 550 OOAT clinics (Outpatient Opioid Treatment Clinics). Moreover, there were numerous unregistered de-addiction centers and village shops peddling drugs and Chitta, a concoction of opium and synthetic drugs. At the heart of this scandal were Buprenorphine Tablets procured by the Health Systems Corporation for de-addiction centers and private psychiatric treatment. These tablets, ostensibly meant for patients, consistently found their way to the black market, where they were sold at exorbitant prices, ranging from ₹80 to ₹150 per tablet. As reported by TOI in November 2019, the Health Department had fixed the official price at ₹7.50 per tablet. Shockingly, an RTI query revealed that Punjab Health Systems Corporation alone had procured over 32,29,54,500 tablets from 2016 to 2022, supplied to 45 de-addiction centers. The private sector, beyond the reach of RTI, was suspected to procure even more. The profits, one could estimate, were lining the pockets of politicians, bureaucrats, doctors, and unscrupulous traders. According to an India Today report from September 12, 2023, the Congress Government in power in 2019-2020 was alleged to have hindered the investigations conducted by the Enforcement Directorate (ED). The motto of those involved seemed to be, 'Let the state, country, and its people suffer; as long as we amass wealth and secure our families' futures, all is well.' Such vile organized crimes were a grim reality in the country, and they had persisted for generations.
The cabal behind this nefarious operation was, as Captain Shoree asserted, a blend of politicians and bureaucrats. Anyone who stood in their way was swiftly eliminated. Neha Shoree, at 36, was brutally murdered, with six bullets ending her life. Her only crime was her unwavering dedication to her duty to eradicate the drug menace and save the youth from its clutches. Her actions had exposed the drug racket, leading to the cancellation of the De-addiction Centre's license in Kharar, as documented in her report from July 14, 2018, to the Joint Commissioner (Drugs). She became a popular figure among the public, often seen in local functions covered in the newspapers. However, in doing so, she earned the enmity of those in power who profited from the existing system of drug proliferation and secured electoral advantages by ensnaring the youth in drug addiction.
According to the Punjab Police narrative, Balwinder, a drug peddler and addict, had acquired an arms license and a revolver on March 12, 2019. After committing the murder, he fled the scene and took his own life within the next two minutes. It appeared as a straightforward storyline, depicting a desperate drug addict seeking revenge for the cancellation of his father's license in 2009 and the denial of a new license for his wife. The Special Investigation Team (SIT) closed the double-murder case in February 2020, while the drug trade continued to flourish, allegedly benefiting politicians, bureaucrats, and police, according to Captain Shoree. The entire government machinery, both in Punjab and at the national level, regardless of the party in power, maintained silence, as the cabal's influence ran deep. Captain Shoree's applications to reopen the case were met with endless delays, reminiscent of the famous film dialogue, 'Tariq pe Tariq.' He was grappling with the challenges of advancing age and declining health, yet he persevered in his quest to bring his daughter's killers to justice.
Numerous unanswered questions loomed over the case. The manner in which the murderer, Balwinder Singh, allegedly shot himself raised suspicion. He fired the first bullet into his own forehead, causing severe injuries to his scalp, skull, brain, meninges, and vessels. Strangely, he then fired a second bullet into the center of his chest, damaging chest walls, ribs, sternum, and cartilage. Could a person who had inflicted such injuries upon himself still possess the mental faculties to fire a second shot into his chest? Furthermore, the two bullets recovered from Balwinder's body were not subjected to forensic examination. All examinations, if conducted at all, took place two to four months after the double murders, only after the persistent pleas of Neha Shoree's grieving parents.
The bullet wounds sustained by Neha Shoree were fired from a weapon that spun the bullets, resulting in round entry points. In contrast, the bullet wounds on Balwinder's body were oval, indicating that two different weapons had been used, fired from varying angles. Was it conceivable that Balwinder had changed weapons and taken his own life in just two minutes?
The investigation timeline was equally baffling. Neha Shoree's murder occurred on March 29, 2019, and the Special Investigation Team (SIT) was formed and disbanded several times within 12 days. The fourth SIT officially commenced its inquiry on April 10, 2019, raising concerns about the intent of the convening authority. Why were four SITs convened in such a short span of time?
Another glaring anomaly was the issuance of the arms license to Balwinder Singh. On March 10, 2019, the Model Code of Conduct was imposed across the country due to the upcoming general elections. Yet, Balwinder acquired his arms license on March 12, 2019, with the entire process completed in a single day, on March 11, 2019. The licenses were approved by nine government officials in different towns of the district, bearing similar handwritten endorsements and no movement of the file. The haste in arming Balwinder raised suspicions. Why not provide the weapon after the Lok Sabha elections? Was he armed specifically to eliminate Neha Shoree, who had become an obstacle to the illicit earnings of the political-bureaucratic nexus?
The then Chief Minister of Punjab, Captain Amarinder Singh, known for his support of veterans, remained in office for the following year and a half. Were the official machinery and resources employed to obfuscate the truth and promote a false narrative? Even the sale of weapons and ammunition occurred without proper documentation. The entire process and the sequence of documentation required thorough examination, as shortcuts were taken and rules were circumvented to expedite the provision of the weapon and ammunition to the murderer, as alleged by Captain Shoree, who possessed documentary evidence to support his claims.
Mobile phones belonging to Balwinder and Neha Shoree, along with her office laptop, were handed over to the SIT. However, the investigation failed to conduct forensic examinations of mobiles, laptops, ballistics, cyber data, call detail records (CDRs), electronic data, post-mortem reports (PMRs), closed-circuit television (CCTV) footage, property transactions, and insurance claims, despite repeated requests by Captain Shoree. The investigation appeared selective, seemingly aimed at reinforcing the false narrative that a drug addict had avenged himself by murdering Neha Shoree and subsequently taking his own life.
Moving forward, the aggrieved parents have petitioned for the case to be reopened. If this was indeed an open-and-shut case, why had the High Court not agreed to rehear it and bring closure? Justice not only needed to be served but also seen to be served. The judiciary needed to be proactive in revisiting the case to dispel all doubts. Who was attempting to delay and deny justice? Why couldn't a fresh investigation be conducted by central agencies like the Narcotics Control Bureau, National Investigation Agency (NIA), and the Central Bureau of Investigation (CBI)? The preamble of our constitution guaranteed every Indian access to judicial remedies; it didn't come with an expiration date following the aggrieved party's demise.
It had been over four and a half years since the murder of the young, dedicated officer. Her only crime was her love for her country and her passionate mission to protect Bharat and its youth from the clutches of drugs. The aggrieved parents appealed to the Chief Justice of India, the Prime Minister's Office, the Law Minister, the Home Minister, the Minister for Women and Child Development, the Chief Justice of the Punjab High Court, the Chief Minister of Punjab, and all citizens who believed in justice, fairness, and love for our nation. Their plea was clear: hand over this double-murder case for a fresh investigation to the CBI or NIA. A truthful inquiry to deliver justice for Neha Shoree and Balwinder Singh would be a significant step toward liberating our youth from the scourge of drugs and fostering reforms in drug control, the police, and the bureaucracy. Neha Shoree's sacrifice could not and would not be in vain. Bharat Mata owed an answer to the people of Bharat and to her parents.
